The emphasis of this workplace safety poster (and two others in this series) is to remind workers why hard hats are mandatory at their worksite - If a head injury doesn't kill them, it could leave them with a permanent psychological or physical disability. 
 
Though this poster is specifically aimed at supporting mandatory wearing of hard hats, it is also aimed in general at supporting mandatory PPE requirements.
